The Directive cancels Department of Defense (DoD) Directive 1332.21, DoD Instruction 5500.6, and DoD Directive 5500.13. The Directive prescribes uniform procedures acceptable to the Immigration and Naturalization Service of the Department of Justice to facilitate the naturalization of aliens who have served honorably in the Armed Forces of the United States and militarily certify alien dependents seeking naturalization under the provisions of Immigration and Nationality Act of 1952, as amended; and furnishes policy guidance to the Secretaries of the Military Departments governing discharge or release from active duty in the Armed Forces of the United States of permanent-residence aliens who desire to be naturalized as United States citizens under the provisions of the Act of June 27, 1952, section 328.

The Department of Defense's (DOD) civilian employees play key roles in such areas as defense policy, intelligence, finance, acquisitions, and weapon systems maintenance. Although downsized 38 percent between fiscal years 1989 and 2002, this workforce has taken on greater roles as a result of DOD's restructuring and transformation. Responding to congressional concerns about the quality and quantity of, and the strategic planning for the civilian workforce, GAO determined the following for DOD, the military services, and selected defense agencies: (1) the extent of top-level leadership involvement in civilian strategic planning; (2) whether elements in civilian strategic plans are aligned to the overall mission, focused on results, and based on current and future civilian workforce data; and (3) whether civilian and military personnel strategic plans or sourcing initiatives were integrated.

Army civilians have been important members of the force since the Continental Army was formed in 1775. These 'soldiers without uniforms' have supported the Army in both peace and war throughout history, yet their vital role and contributions have received little emphasis in the course of military studies. Today, the Civilian Component comprises approximately one-third of the active force, and it is the principal component used in running the Army's sustaining base and installations. As the Army downsizes to meet new strategic and budget realities, it must not become so transfixed with the challenges of reshaping the AC/RC force, that it loses sight over what might be considered the Army's 'invisible component.' This paper: (1) defines the past, present, and future role of Army civilians; (2) examines six major forces of change affecting the civilian workforce which must be understood and planned for; and (3) offers four guideposts for reshaping the Civilian Component as it enters the 21st century.

Distinctive operational competencies from the civilian and military sectors provide usable knowledge to both. When military voice (in the form of counsel, advice, guidance, and suggestions) is given appropriate credence, unique capabilities flow easily back to the civilian leaders of the armed forces. When voice and counsel are muted or constrained, the information flow will entropy and valuable knowledge will be lost. Using military experience as case studies, this article discusses the principal form of error occurring due to the principals' ineffective engagement of the military voice. This is referred to as 'The Error of the Third Kind'-E(sub III).' This article examines two sources of E(sub III): principal-agent dynamics and administrative structures. We then apply the construct of organizational justice to the process associated with engagement of military voice. Providing examples of cases that examine the consideration of the military voice will inform leader- follower, advice-and-consent dynamics in the private and nonprofit sectors of enterprise.

The commander of a major Air Force organization with a high percentage of civilian personnel requested a special study of high grade civilian turnover in an attempt to be pro-active to an anticipated favorable industrial hiring climate in the next two to three years. The focus of this investigation was on factors influencing decisions to stay with or leave that organization. Data gathering included survey data of currently assigned personnel, open-ended written comments, randomly selected structured interviews with currently assigned personnel, and telephone interviews with personnel who had recently left. The purpose of this technical report was to document the key results of this multifaceted approach to help determine possible causes of high grade civilian turnover. The results indicated that the overwhelming reason individuals had elected to stay with this organization was a general job satisfaction and motivation derived from the characteristics of the job itself. Other key motivators included job security, geographical area, and, for many, the pay and benefits package. Lack of advancement and promotion opportunity were the clear issues influencing one's decision (or potential decision) to leave the organization. Other issues included organizational leadership, petty restrictions, possible changes in the retirement system, and higher pay. Pay surfaced as both a motivator to stay, and for others, as a key factor in a decision to leave.

The Directive defines the authority and assigns responsibility for wage fixing within the DoD and establishes the DoD Wage Committee and DoD Wage Fixing Authority Staff and delineates their authorities, responsibilities, and relationships with DoD Components and the Office of Personnel Management.
